Community Care Network is looking for a Recruiter to join their HR Team in Rutland, Vermont.

Community Care Network is comprised of Rutland Mental Health Services and Rutland Community Programs. Our mission is to enhance the well-being of our communities, individuals and families through responsive, innovative and collaborative human services.

About the Role:

The Recruiter will research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization. This role will be responsible for providing departmental support in recruiting, onboarding and orientation, recordkeeping and HR compliance.

Principal Responsibilities:

  • Workforce Planning/Organizational Development: Partners with the Manager of Talent Acquisition and Development to develop workforce plans that will ensure that we have the right staffing levels and consult with leaders regarding staffing approaches. Provides job description/documentation assistance.
  • Posting: Supports leaders in creating internal and external postings, sourcing avenues and advertisements that will attract top talent. Develops advertising programs (internal and external) to ensure high visibility with potential candidates.
  • Sourcing: Uses traditional and non-traditional resources to identify and attract quality candidates such as career fairs, on-line job boards, community networking events, colleges and universities, etc.
  • Full-cycle recruitment: Including online postings, sourcing, reference checking, prescreening, and onboarding.
  • Applicant Relations: Ensures a positive candidate experience through timely and thoughtful feedback and referral. Assists applicants, as needed, in completing online applications.
  • Background Investigations: Ensures everyone is hired with an acceptable background history.
  • Internal Hiring: Manages internal transfer process.
  • Reporting: Completes required reports on employment activity to include open positions, recruiting activity and filled positions.
  • Administrative/Other:?Manages the employee life cycle with on and offboarding activities including conducting new hire orientation. Manages the Careers page content on the CCN website. Performs other administrative duties to include document generation, record keeping, processing and handling mail, scheduling, etc.?(Moved this sentence up from Reporting)
  • Community Ambassador: Represent the organization at recruiting events.
  • Invoicing: Reconciles incoming recruitment invoices.
  • Compliance: Responsible for ongoing compliance with all applicable laws, grants, regulations governing area including job descriptions. Works with leaders to ensure compliance with all applicable policies and regulations.
  • Confidentiality: Maintains confidentiality in conformance with Agency policies and state and federal regulations. Ensures that personnel information is held in strict confidence.?
  • Reporting: Responds to data requests and presents recurring recruitment reports.
  • Back-up Duties: Provide support to other members of the Human Resources team during vacations, absences etc.
  • Projects: Works on projects as assigned.
  • Other responsibilities and duties as assigned.

Qualifications and Competencies:

  • Bachelor's degree preferred (or equivalent combination of education and experience).
  • Minimum of 2 years of experience in an administrative role, preferably Human Resources.
  • Minimum of 3 years of experience in full-cycle recruitment preferred.
  • The ideal candidate has the ability to be nimble and flexible in a fast-paced, small-team work environment, bringing strong organizational and analytical skills.
  • This work requires a strong customer service orientation, meticulous attention to detail, and the ability to receive sensitive information while maintaining confidentiality.
  • Ability to provide accurate and concise explanations and reports is critical.
  • Proficiency in MS Office Suite (Access, Excel, Word, Power Point, Outlook, SharePoint) and the HR and Payroll software system.
  • Candidates must be able to engage with a wide range of audiences and therefore, exceptional communication skills (written, verbal and presentation) are essential.
  • Candidates must be resourceful, able to work independently with time-sensitive deadlines, and have a creative, energetic and positive approach to the work.
  • Must be both a motivated self-starter and an excellent team player.
  • Must have a valid driver's license, reliable transportation with personal automobile liability insurance coverage at or above the levels mandated by the State of Vermont.
